MACC reveals 'worrying statistics'


KUALA LUMPUR: More than 50% of those arrested by the Malaysian Anti-Corruption Commission (MACC) in the past three years were aged below 40.

MACC deputy chief commissioner (prevention) Datuk Shamshun Baharin Mohd Jamil expressed concern over the finding and said it as an “alarming situation”.

Of the 2,329 people arrested since 2014, 1,267 were below 40.

“People in this age group are supposed to be nation’s backbone, who will shape the future of our country,” he said in his keynote speech at a public forum organised by the Institute for Democracy and Economic Affairs (Ideas) yesterday.

Shamshun said about 982 investigation papers were opened, 932 people were detained and 258 charged by the anti-graft body last year.

“MACC plans to engage with youths this year. The Gen-Y group always finds an easy way. We have to guide them from young and create awareness of what is happening around them,” he said.

On MACC seeking more allocation, Shamshun said the extra funds were for them to implement what they planned for the year.

“We need more whistle-blowers who can voluntarily come forward to report or provide information on corruption activities.”

He said such individuals will be protected under the Whistleblower Protection Act 2010, that shields informants from action. – by Ashwin Kumar thesun

Weeding out graft among youths

KUALA LUMPUR: The Malaysia Anti Corruption Commission (MACC) will push on with efforts to eradicate corruption in the civil service in the face of budget cuts, says its deputy chief commissioner (prevention).

Datuk Shamshun Baharin Mohd Jamil (pic) told reporters that the commissions’ plan for 2017 would be to focus on Government agencies, as well as arresting the growing trend of corruption among youths.

Responding to questions on cuts to the MACC’s budget, he said it was an issue faced by all agencies, though the commission had appealed for more funding to carry out its plans.

“We can’t do everything at once because of (MACC’s) strength and budget. But my concern is also about how many of those arrested are under 40 years old,” said Shamshun Baharin, adding that 54% of those arrested (1,267 of 2,329 cases) were under 40.

He attributed the trend to the generation’s environment and wanting to take shortcuts, which MACC aimed to combat with the establishment of a corruption prevention secretariat in higher learning institutions.

During his keynote address at the Institute for Democracy and Economic Affairs (IDEAS) forum titled ‘Supporting the MACC in the fight against corruption’, Shamshun Baharin said 2016 had been a successful year for the commission.

He revealed that arrest numbers had gone up from 841 (2015) to 932 (2016), of which 258 suspects had been brought to court, as of Dec 15 last year.

At the event, IDEAS CEO Wan Saiful Wan Jan launched a signature drive under its #NyahKorupsi campaign, to support the MACC.

“Our goal is to have more Malaysians come out in support of the MACC because it has made more investigations and arrests of corrupt top officials. There may be a time when they will need our help,” he said.

He said IDEAS would collect as many signatures as possible before delivering it to MACC chief commissioner Datuk Dzulkifli Ahmad.

Just you wait, MACC boss warns corrupt politicians

PETALING JAYA: The Malaysian Anti-Corruption Commission (MACC) has warned corrupt politicians to “be careful”.

Its chief commissioner Datuk Dzulkifli Ahmad, in a live television interview yesterday, said he had previously stated that he would take action on anyone involved in corrupt practices, including “politicians of any rank”.

“On my 100th day as MACC chief, I said that I will not be stopped from taking action against politicians.

“Tonight, I would like to say to corrupt politicians, just you wait (tunggulah),” he said.

Dzulkifli added that the MACC was not worried about “protected individuals” who committed systemic corruption.

“There is no issue about them being protected, I can guarantee that all those who commit corruption will not be left alone. I will take action against them without fear or favour,” he added.

But Dzulkifli admitted that the MACC had its limitations in terms of logistics.

“There are only 2,900 members and officers in the whole of the MACC, of which only 900 carry out legal enforcement as others are in the prevention and education departments, among others.

“Now if you look at the civil service alone, there are 1.6 million of them, so that is one.

“Besides that, is budget, that has been cut, and it is at its lowest since 2013,” he said.

Dzulkifli, however, added that he would not allow the limitations to stop the anti-graft body from carrying out its duties.

The Astro Awani interview is Dzulkifl’s first ever live interview since his appointment in July last year.

Dzulkifli, a veteran in the civil service, was the head of the National Revenue Recovery Enforcement Team of the Attorney-General’s Chambers before being appointed chief commissioner.

He took over from Tan Sri Abu Kassim Mohamed, and his tenure is until July 31, 2021.

Malaysia's Vision 2020: Falling apart with alarming speed; Dr M is creator and destroyer, said Musa


KUALA LUMPUR: Former Deputy Prime Minister Tun Musa Hitam said Malaysia’s Vision 2020 objective was “falling apart” with “alarming speed”, and he blames Tun Dr Mahathir Mohamad for it.

In his keynote speech at an event to mark the sixth anniversary of the Institute for Democracy and Economic Affairs (Ideas), Musa said this was because the former premier did not train leaders but instead chose to retain and train followers instead.

“It is ironic that Dr Mahathir’s vision is now certain to fail because of Dr Mahathir himself.


“Brilliant as he was, he forgot that in order to succeed he needed to train leaders at all levels, but most importantly, political leaders.

“But his personal leadership record shows that he did away with all potential leaders, and retained and trained followers,” Musa said in his speech.

He said in the last few years, the behaviour of certain people in government and politics seemed to be based on struggles which prioritised personal survival.

“By now, we should just be about ready to cross the line of definition from ‘developing’ to ‘developed’.

“Unfortunately, though, it seems to me that the 2020 dream is falling apart with alarming speed,” he said.

Musa was Dr Mahathir’s deputy from 1981 to 1986, when he resigned due to differences with the then Prime Minister.

He then joined forces with Tengku Razaleigh Hamzah who mounted a challenge to Dr Mahathir’s position as Umno president in 1987. Dr Mahathir retained his position with a narrow majority of 43 votes at the Umno election.

Ideas chief executive Wan Saiful Wan Jan, in his speech said that the institute’s mission has been the same throughout its six years.

“It is to improve the level of understanding and acceptance of public policy based on the principles of rule of law, limited government, free markets and individual liberty”.

Ideas was set up on Feb 8 to coincide with the birth date of Tunku Abdul Rahman, who died on Dec 6, 1990 at the age of 87.

PETALING JAYA: Former prime minister Tun Dr Mahathir Mohamad was both the creator and destroyer of Vision 2020, according to Tun Musa Hitam (pic).

Musa, who was the deputy prime minister from 1981 to 1986, said his ex-boss had undone the dream when he chose to remove potential leaders and train followers instead.

"Those followers ended up taking over the leadership of the country after he left office," he added.

"It is ironic that Dr Mahathir's vision is now certain to fail because of Dr Mahathir himself.

"Brilliant as he was, he forgot that in order to succeed, he needed to train leaders at all levels, but most importantly, political leaders.

"His personal leadership record shows that he did away with all potential leaders and retained and trained followers! It is mostly these trained followers that had taken over the leadership of the country," Musa said on Saturday.

He was speaking at a special function commemorating the 113th birthday of the nation's first prime minister, Tunku Abdul Rahman, organised by the Institute for Democracy and Economic Affairs (Ideas).

Musa said Malaysia was in its current state because of the failure of leadership, adding that the followers Dr Mahathir had groomed in his 22-year tenure were not coordinated in administering the country.

"These trained followers are dedicated and loyal to whoever sits at the very top. They need to be, in order to survive.

"It seems to me that the 2020 dream is falling apart bit by bit but with alarming speed. The way it is, I am now certain that we will not reach our goal of Vision 2020," he said.

Vision 2020 was introduced by Dr Mahathir in 1991, ten years into his tenure as prime minister, as an objective for Malaysia to attain fully-developed nation status by 2020.

The goal has remained a key objective of his successors, including present Prime Minister, Datuk Seri Najib Tun Razak.

Dr Mahathir, a fierce critic of Najib, however, claimed last year that the current administration would not succeed in achieving Vision 2020.

Mental Exercises For Battling "It Won't Work" Syndrome

Every company has ideas that come up (sometimes frequently).  And, based on the stage of the startup and the degree to which the idea is unconventional, there are always good, rational reasons why the given idea can't possibly work.  There are also bad, irrational reasons too.  The problem is, it's hard to tell the difference.
Here are some of common reasons why something won't work:
  1. We've debated this several times before and have decided it wouldn't work.
  2. We've tried this before, it didn't work.
  3. Doesn't really fit our sales model.
  4. It's not appropriate for our industry.
  5. It might work for tiny/small/large/huge companies, but we sell to tiny/small/large/huge companies, and it won't work for them.
  6. Our investors/board would never agree to it.
  7. It might work, but we can't afford the risk that it won't.  (Note: When someone says “it might work…but…” they're almost always thinking: It won't work)
  8. Our team/plan/pitch-deck is not really setup for that.
  9. We could try it, but it's a distraction.  (Note: This often means “I've already decided it's not going to work, but I can tell I need to convince you we shouldn't try it…”)
There are many, many more reasons why any given idea won't work, but the above are a sufficient sample for this article. Oh, and by the way, I have at various points in time made all of these very same arguments myself (“I have met the enemy” and all that)

2 Mental Exercises To Try

Now, here are a couple of mental exercises to try when you or you or your team is stuck.

Exercise #1: What if I told you that it's working really, really well for XYZ Company?  How do you think they made it work?

The idea here is to assume the idea is good and has worked for a company very similar to yours.  Then, ask yourself (or your team):  Now that we know it worked for them, what do we think they did to make it work?

What this does is mentally nudge you to think about how to work through whatever the obvious limitations to the idea already are.

Example: I know that nobody in our industry uses a freemium model because the infrastructure/support costs are just too high.  But, we just learned that XYZ Company is launching a free version.  What do we think they did to make it work?

Exercise #2: What if we had the proverbial gun held to our heads and we had to do [x]?

The idea here is to assume/accept that the decision to implement the idea has already been made — presumably by some higher authority.  Now, assuming that, what would you do to make the best of it?

Example: Our major investors just told us that before they can agree to funding our next round, we need to build an inside sales team.  They think inside sales teams are the bomb.  We can't afford not to listen to them — what do we do to make the best of the situation?  If we had to build an inside sales team, how would we go about doing it?

Note:  In neither case am I suggesting that you mislead your team (or yourself, in case you're like me and have conversations with yourself late at night).  These are meant to be mental exercises, just to help drive discussion and analysis.  Though I'll confess, there is a small part of me that wonders what would happen if one did make the hypothetical seem real (at least for a short period of time).
